Ron doesn’t believe Harry didn’t put his name in the Goblet.  
Previously, he’s had so much faith in Harry that he was willing
to die for him. And here he can’t even believe Harry wouldn’t put
his name in the running.

He knows Harry doesn’t go about seeking glory and danger, but he
thinks of Harry exactly what everyone else thinks. He’s no better
then the rest of the public.

Harry is like a brother to him and so, in the 3rd book, we see
Ron’s ready to die for him, but then just a few months later, he
can’t get over the fact that Harry was chosen champion for the
Triwizard Tournament.

Ron is jealous of Harry – always has been – fame, fortune,
attention...everything he doesn’t have, and now he gets it all in
one fell swoop. The competition lets him compete with a beautiful
Veela Ron crushes on and a Quidditch start Ron hero-worships.

He assumes Harry conspired to do this without him – to steal the
spotlight once again – without talking to Ron or telling him how
he was going to do it.
He needs the WHAM to the back of the head of Harry about 10
seconds away from death by Dragon to snap out of it and realize
that Harry is his friend.  

Faced with the thought of Harry’s death, Ron finally realizes
that Harry wouldn’t have gone behind his back to volunteer for
this. Only at a life threatening risk, does Ron realize what a
good friend Harry has been (and how he’s been rotten to him).

It's almost like sibling rivalry between them, though
unacknowledged and not so much on Harry’s part. The younger
brother outshines the older – which is rough for Ron to take –
Ron was in control to an extent when they were in first year.

Harry didn’t know things about the Magical World – Ron was
experienced in it – Harry had to look to Ron, but now Harry has
surpassed him, what does Ron offer anymore? Any thing he ever
wanted, Harry gets easily (broomstick, Quidditch team).

Ron isn’t as good as Hermione with Magic and studying, he never
gets recognized for anything he might do well, because it’s still
not as good as his two best friends. Yet he’s also not confident
or thoughtful enough to be a leader.  

There is a cycle of resentment towards Harry and then that causes
Ron to feel guilty.

Cycle of Resentment and Guilt: Oh, I just hate Harry for his fame
and money, but then I remember there’s a lunatic trying to kill
him and he has no family...Crap, now I hate myself.

It’s after this, that we see Ron become Harry’s “Yes Man.”  I
think in an attempt to make up for his broken loyalty, and show
he’s a better friend than Hermione, he just goes along with
whatever Harry has to say. It’s sort of his way of reconciling.

The boys’ newly rekindled friendship gets a boost by the
Unexpected Task...Horror of horrors! They must ask girls to go to
a dance with them!!

Ron doesn’t want to take a hag, but doesn’t have the nerve to
actually ask anyone out. He gets hit by Veela Mojo and yells an
obviously very appealing invite at Fleur, but in reality, by
himself when not juiced up on that old Veela lure, he never asks
anyone out.
    "What did you use - the Invisibility Cloak?"
    "The Invisibility Cloak wouldn't have got me over
that line," Harry said slowly.
    "Oh, right," said Ron. "I thought you might've
told me if it was the cloak...because it would've
covered both of us, wouldn't it? But you found another
way, did you?"
    "Listen," said Harry, "I didn't put my name in
that goblet. Someone else must've done it."
    Ron raised his eyebrows.
    ...
    "I didn't put my name in that goblet!" said
Harry, starting to feel angry.
    "Yeah, okay," said Ron, in exactly the same
skeptical tone as Cedric. "Only you said this morning
you'd have done it last night, and no one would've seen
you...I'm not stupid, you know."
    "You're doing a really good impression of it,"
Harry snapped.
    "Yeah?" said Ron, and there was no trace of a
grin, forced or otherwise, on his face now.

    "We should get a move on, you know...ask someone.
He's right. We don't want to end up with a pair of
trolls."
    Hermione let out a sputter of indignation.
    "A pair of...what, excuse me?"
    "Well, you know," said Ron, shrugging. "I'd
rather go alone than with - with Eloise Midgen, say."
    "Her acne's loads better lately - and she's
really nice!"
    "Her nose is off-center," said Ron.
    "Oh I see," Hermione said, bristling. "So
basically, you're going to take the best-looking girl
who'll have you, even if she's completely horrible?"
    "Er - yeah, that sounds about right," said Ron.

Chapter 22
He suggests by his actions that he doesn't think she one of the
prettiest girls in the school. Since no one in their right mind
would take Hermione he had the epiphany that she should go with
one of them.  

He can’t even fathom that she already has a date. And assumes
she’s lying about it, because, after all, how could the ugly
bookworm have a date before the great and mighty Ron. He goes so
far as to try sneak attacks to shock her into telling the truth.

First, as stated above, he wants to take the best looking girl
who'll have him and it never crosses his mind to suggest to
Hermione that they go together. Obviously, he doesn't think she's
the attractive enough to be seen with her as a date.

Then, he seems almost shocked that she is indeed a girl. But
obviously even that wouldn't make her desirable enough for anyone
to ask her besides the pathetic little Neville.
    "Hermione, Neville's right - you are a girl..."
    "Oh well spotted," she said acidly.
    "Well - you can come with one of us!"
    "No, I can't," snapped Hermione.
    "Oh come on," he said impatiently, "we need
partners, we're going to look really stupid if we
haven't got any, everyone else has..."
    "I can't come with you," said Hermione, now
blushing, "because I'm already going with someone."
    "No, you're not!" said Ron. "You just said that to
get rid of Neville!"
    "Oh did I?" said Hermione, and her eyes flashed
dangerously. "Just because it's taken you three years to
notice, Ron, doesn't mean no one
else has spotted I'm a
girl!"
    Ron stared at her. Then he grinned again.
    "Okay, okay, we know you're a girl," he said. "That
do? Will you come now?"
    "I've already told you!" Hermione said very angrily.
"I"m going with someone else!"
    And she stormed off toward the girls' dormitories
again.
    "She's lying," said Ron flatly, watching her go.

Chapter 22
He's got a rather high opinion of himself, doesn't he? He looks
down on both Neville and Hermione. But then Neville's asked two
girls out, where Ron has screamed at one and insulted another...
Ron, the lady-killer.

He is even more depressed when he finds that even Neville has a
date. Harry is forced to take matters into his own hands and ask
Parvati and her sister to go with them. I don’t even think either
boy cares which sister they get, which bodes well for a fantastic
evening.

Just as Ron jumped at the opportunity last year to drive Hermione
away, he does so here as well.  

Feeling guilty and insecure about his treatment of Harry from the
announcement of the champions, Ron is just looking for something
to show his allegiance and prove his fealty. And so he attacks
innocent Hermione over nothing.  
A crime, Harry knows she has not now nor would ever commit,
betraying him to the enemy. She was the only one there for Harry
before the first task and instead of thanking her, Ron treats her
like crap.

And this is after she did everything she could to get the boys to
forgive each other just a few weeks ago.

In what was supposed to be a nice evening to show and promote
Magical cooperation, Ron shoves Hermione’s burgeoning self-
confidence out the window and treats her like a pariah, like he
did in 3rd year.  

He ruins her night and makes her cry for the 3rd time in 4 years,
some friend. How often does Hermione cry? Other than because of
Ron’s callousness, only when Harry is in danger or hurt, and you
can count those times on one hand!

When she yells, before leaving the Common Room, that he should
have asked her before someone else did, he seems thoroughly
shocked. That wasn’t the point he was trying to make at all.
Hermione looked at him in surprise. "What's up with
you?" she said.
    "If you don't know," said Ron scathingly, "I'm not
going to tell you."
    Hermione stared at him, then at Harry, who shrugged.
    "Ron, what -?"
    "He's Durmstrang!" spat Ron. "He's competing against
Harry! Against Hogwarts! You - you're  -" Ron was
obviously casting around for words strong enough to
describe Hermione's crime, "
fraternizing with the enemy,
that's what you're doing!"
    Hermione's mouth fell open.

Chapter 23
She wants to be recognized for being a girl, for being worthwhile
as something other than a study aide. Just listen to her words:"
Well spotted!" and "Just because it's taken you three years to
notice, doesn't mean no one else has!" and "and not as a last
resort!"

She is very much aware of the insult Ron may have unwittingly
implied that she wasn't good-looking enough or desirable enough,
hell he didn't even notice she was a girl.

She already has low self-esteem...that has to be a low blow for
her feelings. It's not about love, it's about respect and being
considerate enough to acknowledge your friends and not just use
them.

And he was trying to prove beyond a shadow of a doubt that he was
indeed the better friend to Harry and won the “Best Friend of the
Millennium” Competition.

I don't get the impression that Ron really wanted to take her -
take all the above quotes as evidence - so why would he suddenly,
out of no where, be jealous that someone else took her. I think
he's more jealous that Hermione got to spend time with Krum.
He climbed into the common room and found Ron and
Hermione having a blazing row. Standing ten feet apart,
they were bellowing at each scarlet in the face.
    "Well, if you don't like it, you know what the
solution is, don't you?" yelled Hermione; her hair was
coming down out of its elegant bun now, and her face was
screwed up in anger.
    "Next time there's a ball, ask me before someone
else does, and not as a last resort!"
    Ron mouthed soundlessly like a goldfish out of water
as Hermione turned on her heel and stormed up the girls'
staircase to bed. Ron turned to look at Harry.
    "Well," he sputtered, looking thunderstruck, "well -
that just proves - completely missed the point -"

Chapter 23
He is just as jealous of Hermione as he is of
Harry. It’s just as much her fault for stealing
his spotlight as it is Harry’s.  

They are better at everything than he is: school,
studying, magic, Quidditch...what’s he got over
them: eating and chess.  

He can’t get any attention, though he doesn’t try
to do something special that only he can do, he
just tries to tear each of them down.  

He’s hero-worshipped Krum for lord knows how long
and Hermione comes in and steals his thunder.  
Without her even trying, Krum noticed her and
pursued her.
Ron and Pig, a match made in heaven
Krum knows she exists, but doesn’t take notice of Ron. How dare
she steal Ron’s crush? How dare she be a better friend to Harry?
His actions, or lack of action, aren’t his fault - it’s much
easier to blame Hermione for everything.

Let's say Ron does like Hermione as more than a friend:
  • If she's so desirable (at least to him, presumably), he
    wouldn't have found it so hard to believe she'd already been
    asked out.

  • He would, or at least should, have been more aggressively
    jealous towards Krum, attacked Krum, not Hermione. When we
    are infatuated with someone we usually look for excuses for
    our crush's bad habits or actions that may annoy us, not
    attack them daily.

    Also, when we fancy someone we tend to get angry when our
    crush flirts with other people. Generally, though, that anger
    is directed at the tempter not at our crush, who is very
    quickly forgiven of any wrong-doing as soon as they flash a
    smile in our direction.

  • The attack would be more personal to him, wouldn't it? It's
    already been established that he's self-centered so why the
    sudden concern for Harry and the school's honor in the
    Tournament? The attack on Hermione (if it was at all
    warranted in any way) should have been about how she lied to
    him, Ron, by not saying who asked her. Or why she would
    rather go with some famous bloke she doesn't know at all then
    one of her friends.

Or is that too sensical for a Weasley to think of it?

He helps research the riddle to the Second Task, but doesn’t add
much information. He didn’t care that Harry put it off until last
minute and snapped at Hermione to leave him alone about it.

"Leave him alone, Hermione, he's earned a bit of a break.")

And then to make up for not being there to support Harry through
the 1st Task, he takes stunners to help Harry prepare for Task 3.

Ron is not reliable as a friend. He’s not helpful or resourceful
in a bind.

He does lighten the mood, or at least tries to, and agrees with
Harry over anything (even if it’s not for the best).  

Maybe Ron sensed how close Harry and Hermione had become in his
absence (from the end of book 3 and before the first task),
sensed Harry’s reliance on Hermione and, in order to not lose his
place as a friend, he became Harry’s mindless drone to one up
Hermione.
